Gastón has over 30 years’ experience in financial services, cross border payments and telecommunication in the U.S., Europe and Latin America; first in senior management positions with major multinationals and then as entrepreneur introducing groundbreaking digital consumer financial products and services in the U.S. and Latin America.
Starting with Citibank where he held various positions, including Vice President and Country Manager of the World Corporation Group in Colombia, Head of the Iberian Peninsula Region, and Corporate Bank Manager in Venezuela and Argentina.
After founding and serving as Chief Executive Officer of Bell Atlantic subsidiary, Iusatel Chile, in 1993 Gastón starting in 1997 grew the Latin American and Caribbean regions of two prominent U.S. telecom technology vendors - Tellabs and Sycamore Networks - establishing their regional presence, and deploying and servicing data networks of the principal operators in Mexico, Brazil, Argentina, Chile, Venezuela, Puerto Rico, El Salvador and Colombia.
From 2003 through 2008, Gastón was Chief Sales and Marketing Officer of Sigue Corp., a Los Angeles-based leader in U.S.to Latin America remittances where he was responsible for sales, marketing, product development and international business development.
Immediately prior to QPAGOS, Gastón founded and managed Latin Card Strategy, LLC which introduced "Suma Card" in the United States, and he then joined the launch Libertad Card's 24/7 Card, the first two Visa prepaid debit cards with integrated money transfer capability.
Gastón, a U.S. citizen born in Uruguay, holds an MBA from New York University and a BS from Philadelphia University. He has served in several board including QPAGOS SAPI de CV (Mexico), Redpag Electrónicos, SAPI de CV (Mexico), QPAGOS Corporation (USA), Banco Internacional de Colombia (Citibank subsidiary), Corporación Financiera Progreso (Colombia), Iusatel Chile (Chile) and CONECEL (Ecuador).
Chief Operating Officer and Director
Since 2008, Mr. Novikov has played a central role in introducing innovative payment services globally, most recently as VP of international business development for QIWI, Plc where he oversaw service launches in China, Brazil, Argentina, Chile, and Peru.
James W. Fuller
Mr. Fuller is a past Chairman of the Board of Pacific Research Institute, a public Think Tank in San Francisco and a member of the Board of The International Institute of Education. He is also a member of the Pacific Council for International Policy and past member of the Committee of Foreign Relations. Additionally, Mr. Fuller was the Senior Vice President of the New York Stock Exchange (NYSE) from 1976 to 1981, where he was responsible for corporate development, marketing, corporate listing and regulation oversight, research and public affairs and served for 12 years on the Board of Trustees of the University of California - Santa Cruz.
